Loch Leven Gateway

Loch Developments Ltd are bringing forward proposals for the regeneration of the former BCA site in Kinross, creating a new retail and community hub to be known as Loch Leven Gateway


PROJECT UPDATE: OPENING DATE FOR LOCH LEVEN GATEWAY COMES FORWARD

Since we conducted the second public consultation event, at which our proposals for Loch Leven Gateway were warmly received, the Council have held two public consultation events on their flood defence proposals. We were extremely encouraged to see the positive approach being taken on the delivery of the flood defence works, which will be constructed on BCA land, and that the Council are now reporting an improved delivery timeline, saving approx. 7 months, which means that the Loch Leven Gateway development timeline can come forward too.

The revised timeline is now:
P+KC Flood Defence Works                      August 25 – April 26
Loch Leven Gateway Construction          April 25 – April 26
Target opening of development                May/June 26

This webpage has been created to display Loch development Ltd’s proposals for the redevelopment of the 9-acre brownfield industrial site in Kinross which has lain derelict for several years. We are seeking feedback which can help shape a future planning application for a new retail led development.


Get Involved

As part of our community engagement process, we are holding two drop-in consultation events, the second of which is being held on Wednesday 23rd August at the Masonic Hall in Kinross between 3-7pm. Feedback from the first event held in June has been used to help develop our proposals.

The Site – An opportunity for Kinross

PROXIMITY OF SITE TO EXISTING TOWN CENTRE

The development site is located a short distance from the Town Centre, adjacent to the Loch Leven Heritage Trail car park.

The existing High Street has not seen an expansion of retail offer in recent years resulting in a restricted choice for consumers. This has led to a leakage of consumer spend away from Kinross to surrounding retail centres in other towns.

The new retail development will provide consumers with the choice they seek, keep the spend local and boost the local economy by the creation of around 140 permanent new jobs with 80 jobs involved during the construction phase

Our proposals will help the local community achieve their stated target of becoming Net Zero and achieve climate action objectives by preventing unnecessary car journeys to other retail centres thus reducing CO2 emissions.


Kinross has a serious flooding issue!

The southern part of Kinross surrounding the development site has suffered in the past from flooding creating issues for residents, local businesses and the sewerage infrastructure. Climate change predictions point to more frequent flood events occurring in the future. Our proposals will work in tandem with SEPA and the Council’s proposed flood mitigation scheme to erect defence walls along the banks of the Quiech Burn.

Measures will be incorporated to alleviate pressure on local drainage systems and watercourses such as Sustainable Urban Drainage systems, rain gardens and soft landscaping. This will create an attractive environment around the Retail Park and enhance biodiversity.


Accessibility – An issue to be resolved

SOUTHWEST ENTRANCE TO NATURE RESERVE CAR PARK

NORTHEAST ENTRANCE TO NATURE RESERVE CAR PARK

The current vehicular and main pedestrian route to the Loch Leven Nature Reserve and Heritage Trail car park via Pier Road is narrow and restrictive creating problems for local residents at busy times.

There is an existing footpath that hugs the perimeter of the BCA site however it is unlit, poorly maintained and not attractive for the public to use.

Our proposals will create new vehicle and pedestrian gateway and access points to the Loch Leven Nature Reserve and Heritage Trail car park through the Retail Park site providing a safe and convenient route in and out.

An improved junction and new access road into the Retail Park, designed to national road building standards, will be formed to safely manage traffic flows.

The development will connect to existing pedestrian and cycle paths helping to promote more sustainable journeys.
