A once in a lifetime opportunity to regenerate the Charing Cross area

Welcome to our information page, explaining our vision for Charing Cross Gateway (CXG) and inviting you to learn more and share your thoughts and comments.

Brought forward by LSPIM Devco Ltd, we believe that CXG represents an opportunity to develop a masterplan for a key city centre interchange and encourage city centre living.

The masterplan for Charing Cross Gateway will focus on 300 Bath Street, previously known as Tay House, along with Elmbank Gardens, and Venlaw, the office complex on the corner of Newton Street/Bath Street.

Planning permission in principle will be sought to cover both sites, followed by a detailed application for the Elmbank Gardens site to create new student accommodation that will deliver approximately 600 beds, along with space for a health facility serving the local community. The redevelopment of 300 Bath Street will form phase two of the masterplan providing city living residential, state of the art offices, and public realm space. Importantly, this will create a new gateway into the city that is currently not fit-for purpose and requires significant investment.

  • An initial public consultation event was held on Tuesday 22 August and we are encouraged by the feedback left to date from the local community and stakeholders.
  • A second event will take place on Tuesday 24 October between 2-7pm at 300 Bath Street, G2 4JR.

FAQ

The Charing Cross Gateway development will focus on two sites on Bath Street. The Elmbank Gardens Complex and 300 Bath Street (previously known as Tay House).

Planning permission in principle will be sought to cover both sites, followed by a detailed application for the Elmbank Gardens site. The redevelopment of 300 Bath Street will form phase two of the masterplan.

The overall investment value for the Charing Cross Gateway development is £250 million.

We have taken a holistic approach to developing the masterplan for this key city centre interchange, creating a high-quality, new community that aligns with Glasgow City Council’s vision. The Strategic Development Framework and The City Centre Living Strategy Vision 2035 seek to enable a sustainable, inclusive, and diverse city centre population and to double the current population of around 20,000 by 2035. CXG will help to deliver this and become a stand-out gateway to the city that is centred on placemaking and sustainability.

The existing office space at Elmbank Gardens is no longer fit-for-purpose and requires significant investment to breathe new life back into the space. Phase one of the masterplan proposes to transform the site into a much-needed student housing opportunity, along with the provision of space for a health facility serving the local community.

LSPIM has taken a holistic approach to developing the masterplan for this key city centre interchange and to align with Glasgow City Council’s vision.  

The Strategic Development Framework and The City Centre Living Strategy Vision 2035 seek to enable a sustainable, inclusive, and diverse city centre population and double the current population of around 20,000 by 2035. CXG will help to deliver this.  

The masterplan complements the Council’s Avenues project which seeks to create accessible, safe and sustainable routes in the city. The project is people-focused, aligning with LPSIM’s ambitions to regenerate the area for the benefit of the local community. 

LSPIM has been in discussions with Glasgow City Council and the Chamber of Commerce for a BID project for the Charing Cross area as well as Greater Glasgow. If this progresses, this will support the regeneration of the Sauchiehall Street/Charing Cross location and act as a catalyst for its improvement. 

  • Community and stakeholder consultation: July – October 2023
  • Planning submission: End of 2023
  • Anticipated approval: Early –mid 2024
  • Vacant possession of Elmbank Gardens buildings - 2025 
  • Demolition and construction phased to meet the student intake in 2028. 
  • Plans for 300 Bath Street will be developed and delivered to align with the end of current building’s lifespan considered to be the mid-2030’s.
